Knowing which authorisation your project needs — and how long it really takes — is the difference between works that flow and works that drag on forever. We explain it with the experience of more than 50 years processing licences in Teulada-Moraira and the municipalities of the Marina Alta.

The three routes: major works, minor works and responsible declaration

A major works licence is compulsory when the project affects the structure or the façade, extends the built surface or changes the use of the property — in other words, for every new build and for significant renovations. It requires a technical project endorsed by an architect, and approval can take 1 to 6 months depending on the municipality and the workload of its planning department.

A minor works licence covers interventions with no structural impact: redistributing with non-load-bearing partitions, renewing installations without altering their general layout, changing wall and floor coverings. It is processed with a technical report and is usually resolved within 15 to 45 days.

The responsible declaration is the fastest route and applies to simple jobs — painting, tiling, replacing sanitaryware without touching the drains —: you file it and can start immediately, with municipal checks afterwards. In the Valencian Community this mechanism has steadily gained ground as a way to speed up works that previously required a licence.

How much the licence costs

On top of the budget for the works you must add the ICIO (construction tax), which in Spanish municipalities ranges between 2 and 4% of the material execution budget, plus the municipal processing fee. A fact few people take advantage of: many town halls grant ICIO reductions — in some cases between 50 and 95% — when the works provide certified energy-efficiency improvements. If you are planning a renovation, always ask about this reduction; on a large project it can mean thousands of euros.

The mistakes that cost the most

The first and most serious: starting without a licence. The consequence is the works being halted, disciplinary proceedings and the impossibility of justifying the investment for deductions or grants. The second: budgeting the works without counting the 4 to 8 months the full design-and-licence cycle can take on a new build. And the third: submitting incomplete documentation, which restarts the clock and turns 3 months into 8.

Our recommendation

Every town hall has its own regulations and its own timescales, and Teulada-Moraira is no exception: exact deadlines and percentages should be confirmed for each specific project. That is precisely the work we do for our clients: at Marzal Promociones we manage the whole process — design, licence, works and completion certificate — so you never have to battle with the paperwork. If you are thinking about building or renovating in Moraira, Teulada, Benissa or Jávea, tell us about it and we will tell you which authorisation your project needs and what timescale you can realistically expect.

No build starts the day the digger arrives: it starts months earlier, at the town hall.
